Download Allowance Status - Usage Has Exceeded Download

I get on-line, and the internet all-of-a sudden starts to show that I've downloaded my limit of 250MB. Now, I am on Hughesnet for internet service, can not get on DSL, wont happen already asked. Now, I am running a router, only way my wife and son can access the internet. They have laptops windows 7 and build-in Wireless Cards. I have a desktop windows 7. My updates are scheduled in the morning hours about 5AM so their is no reason for the computer to update. Same goes for my wife and son, their are set for early morning hours as well. I get an error message as soon as I click on my webpage that I want to browse, Internet Can Not Display The Webpage or something to that effect.
I am unable to get a wireless Internet connecting after a system recovery on an old laptop. It has been suggested that I download SP3 since I lost it in the recovery.
Everything I see on the Microsoft site has instructions to download it ON the computer operating XP. I can't just find the file. I need to download it on a laptop operating Win 7 then transfer it to the XP computer.
I own in my house can install any programs, my i phone, my i pad, my pc, my playstation 3, and my mac are unable to install anything. They will download a program but when you run the program its data is corrupt. Or its says " unable to be installed at this time"
I have Verizon DSL. Since I've gotten it turned on in my new apartment it's been randomly DCing, I had a tech come out and tell me it was because I'm too far from the central office(thought I'm only a mile from the office?) and I needed to call and get my mbps reduced from 10, to 5. So, I called and did that and I was still having the same issue. Today another tech came out, told me the same thing, but I needed to be reduced to 3, and left. I called and got it reduced again. They said it should be 3-5 and I was at 5-7. So, now my download speed is actually higher than it was when I was 5-7(it was at 3 mbps usually, now it's 5), but my ping has doubled. Pages are taking longer to load, and when I play any games online there's a noticeable delay. I have been DCing less often, but it's still happening.
It doesn't load certain websites, some of these include Youtube, Tumblr, iTunes, and a few MMORPGs (MapleStory, WoW, StarCraft, to name a few). I later discovered that it doesn't "not load", rather it times out after a second or two. It begins at maybe 500kb/s but then it just stops. No errors, and no resuming on its own.When I download things, I can pause/resume for it to have that burst 500kb/s for a couple seconds. Similarly I can refresh a youtube page multiple times for it to keep loading. It's okay for documents, but if you can imagine downloading a larger file or watching a video, this can become rather frustrating. This problem affects all browsers and applications that uses the internet.I'm on Windows 7 home premium, router is Linksys WRT54G. I've tried /ipconfig release, but it has no effec
first I couldn't even connect the thing to the internet, now every time I try to download something, like a youtube clip, patch for a game or even a tiny download the speed seems to crap out and then slow to absolutely nothing after just 2 or 3 seconds.. also sometimes I can't even connect to my router with 192.168.2.1, the page is just blank, half to disconnect router and reconnect.. Some days I can't even download a website without having to constantly refresh the page.for a youtube video if I just keep refreshing the page it downloads a part at a time till it gets the entire thing.. My internet speed is around 15 MB/s, before the download quits the speed is always fast..
Speedtest.net always says i'm getting around 3 MB.Znet is always higher. Around 3.5MBTestMy.net gives me 5.4MB. On my Netgear router staus page it says my DownStream Connection Speed is 3776 kbps.Also, when i download a game on Steam, it often downloads at 600kbs or above.Which speed is more accurate?
have a problem with downloading microsoft silver light with both browsers ie mozilla firefox and internet explorer as i click the download button firefox say silverlight server not loading or busy and explorer says page cannot be displayed and i need it really badly as i need to send photos to all my friends.
I'm using 50MB/s hub provided by virgin media. The thing is everything works perfectly fine except the download speed on my personal unit worries me a bit. As I perform download speed test online, at my unit, I usually get the speed of 40 up to 49.7 MB/s, upload 0.7 - 1.5MB/s. However in case of downloading the same file from the same source other pc at our home network usually download it at twice or trice the speed my unit does. I'm positive that my card is capable of speeds up to 100MB/s.
I got a wireless network in my flat On this network is a laptop Pachard Bell EasyNote TK and a self build desktop. Both with Windows 7 I pay for broadbandspeed 50/5 and up to a week ago it was ok.But suddely the broabandspeed on my desktop was only 20/5.I have used all the ad/virus software.I have run wireless.exe on my desktop and here is the report.
I have a bunch of photos and music I'd like to get from my old pc to my newer laptop, but I'm really not sure how to go about it. It would be nice if there was a way to just download all of it from one computer to another,
Is there a place on microsofts web site that I can download or burn to a CD the software for MN-500? I had to dump my laptop and I cant finf the CD to reinstall the wireless router.
I sometime go to a nearby cyber cafe to access internet. There 10 pcs are connected via lan. Each system independently gives a download speed of 200 kbps. I often download softwarer and videos there. Is there any software or hack by which i can kinda suck the bandwidths of systems that are idle to maximize my download speeds..? I use IDM as the downloader.
I have QWEST DSL, and I am supposed to get 1mb + download speeds from them. When I talk to them on the phone they test my line at over 1mb and say any problems had to be on my end.

I get 1.2 mb/sec but I have never gotten better than 160 kb/sec download speed from any website I've downloaded from. Is this a software issue? Is my computer somehow throttling what it receives?

I did three tests, and the bottom part failed 4 times out of 6, so the failures are repeatable. The data all looks comparable for each test on a cursory examination, not knowing what I am looking for.
I have no idea what this test means/indicates.
So my questions are:
1) What further information do I need to supply? (Assume I don't know how to do what you are asking me to do if it is in the least bit technical.)
2) Is my problem with my phone lines? I live in an older area and the lines have not been updated in decades so it may be that QWEST is claiming they can deliver more then they actually can.
At this point I suspect I will need to get cable in order to get decent download speed, QWEST doesn't offer service at the speed I get, so I can't opt for a lower price/slower speed option from them even though they are not delivering what I am promised.
I signed up for a 2MBPS connection, but my download speeds never top over 190 KBPS, to make matters worse now the speed has fallen to 120 KBPS and decreasing by the minute.
I am trying to download EVAL of LMS 4.0 from url...I have logged in using my Cisco ID and it is asking for Service Contract for the download to start . My question is if I am downloading a Eval version why is that asking for Eval . Simillar was the case when I was downloading another Eval product and it gave me same error yesterday .
I have a Mac and a PC in my home wireless network. ATT Uverse provides me with 16 MB/s internet access. I use the ATT wireless modem/router.With the Mac my download speed is almost 16 MB/s so everything seems working well.With my PC (WIN XP) the download speed is limited to less than 6 MB/s. I know that there is a way to allow my PC to speed up but I do not know how.
About a week ago i started experiencing very slow download speeds... things like streaming online videos and having to wait which i have not had to do for the last 4 years. I did a speed test on multiple sites and my download speed comes out at about .2mbps and my upload is still where it should be at .6-.8mbps. I have a 12mbps connection so this does not make sense at all. Originally thinking it was malware, I formatted both my hard drives and did a clean install of windows 7 and it did nothing to resolve the issue. Could it be that my wireless card's radio is failing?
