Internet Keeps Spiking Up

Problem downloading is really slow even for the smallest files it takes forever. For example was downloading a game it said 1 hour 30 minutes after 30 mins it was down to 1 hour but then it started to spike up at one point it was 600 hours, kept doing that until it was downloaded which took about 2 Hours +. Ran the game and the game gives me a ping really low which is good my ping was 17, with the lag spike it reached 330 to the point I would freeze. Then it drops down kept doing that until the game was finished.
